New Deal measures did help alleviate some suffering, but you are right, They did not end the Depression. The reason was that government jobs do not stimulate the economy. The gear up for WWI, but all of America's manufacturing back to work. Jeeps, transport trucks, tanks helped the automotive industry, silk for parachutes, textiles for uniforms, etc. all created jobs in businesses. No economy expands until businesses start hiring.
