Small white spots on the outer skin of vagina?

I've always had chicken skin and have been checked for that, which is normal, but the last couple of months I have noticed 3 distinct white pigmented small circular marks on the skin of my vagina above the clitoris. Nothing hurts, once every few weeks I itch though, and they do not go away. I thought it was a scar from an ingrown hair or shaving, but they haven't faded. Any help would be great
