Why wont my neck tan ?

When ever I use a moisturising tan all of my skin tans fine but when I use an instant tan the middle of my neck just wont go brown at all everywhere else does but there and it looks patchy because everywhere else is brown apart from there. Ive heard people say a skin pigment, is that what this is ? It only happens when I use instant tan. Thanks
